Updated PTO Bylaws

Below are the updates made to the Robert Frost /Challenge Center PTO Bylaws (2018):

Changed the name from Robert Frost PTO to Robert Frost/Challenge Center PTO
Updated language
Increased the amount of money that can be spent from $1,000 to $2,000 before the PTO budget is approved in the fall of each school year to allow for Quiz Bowl prize purchases
Updated the PTO Officer responsibilities and Conflict of Interest policy
